&1=alert ID number. One of the following values: 0000000F = operationally down 0000100F = operationally active 00000027 = new interface detected 00000029 = interface disappeared
&2=new status (operation: active/down, existence: active/inactive)
&3=the name of the interface affected
&4=the address of the IFCD buffer that contains the affected interface’s data
