Error message issued by VIPM0230 when rule debugging is NOT enabled to document the first occurance of a rule error within a rule set.

&1=the three to four character rule name from a table in VIPM0230
&2=the decimal return code whose meaning is explained in VIPSMFFL.macro and which can have the following values:

0 = no rule errors
4 = serious error, processing continues
8 = critical error, processing stops

&3=the decimal reason code whose meaning is explained in VIPSMFFL.macro and which can have the following values:

0 = no rule errors
4 = invalid rule table address
8 = invalid work buffer address
12 = wrong rule length for opcode
16 = invalid opcode
20 = valid, but unimplemented opcode
24 = target 1 has wrong length for opcode
28 = target 2 has wrong length for opcode
32 = target 1 has invalid buffer offset
36 = target 1 has invalid field offset
40 = target 2 has invalid buffer offset
44 = target 2 has invalid field offset
48 = source 1 has invalid buffer offset
52 = source 1 has invalid field offset
56 = source 2 has invalid buffer offset
60 = source 2 has invalid field offset
