IOCTL: communication with &1(C,C,8) initialized; socket &2(B,D,4)
Description: VIP obtains some information from the local stack using IOCTL calls. When a stack is first discovered, VIP obtains a socket for the IOCTL calls and binds it to the stack. This message indicates the socket has been opened and successfully affiliated with the stack.
&1=name of the stack to which the connection was made
&2=decimal number of the socket descriptor that was used for the connection
