Error messages issued by any of the VIPM024x programs prior to writing an SMF record in which a rule processing error has occurred sometime during the recording interval. The second message identifies a specific record that was not written due to rule processing errors.

&2=the decimal SMF record subtype
&3=a 1- to 16-character text field that is unique to the affected SMF record
