Description: Issued after failing to match any HPRD buffers with any of the RTP PU names using an EE connection.
&1=the type of data being collected, always “EEC”
&2=the switched PU name that uniquely identifies one EE connection
&3=the RTP PU name that uniquely identifies one HPR connection that is using this EE connection
